I think this depends a lot on what the subject matter is, and what kind of "drug use" we're talking about. If it's something that's aimed at a younger audience or that's limited by TV/movie rules in what it can make explicit (Harry Potter and Supernatural come to mind right off), then having characters smoke weed, for instance, makes perfect sense: it's a thing quite a lot of very normal folks do, especially young folks, and because of the necessary filters on canon it's perfectly reasonable to assume it's something that the characters might have been doing without it being brought up onscreen. I could see it being really obnoxious if it's done to be ~edgy or really overdone, but as a minor thing I think it's fine.

If we're talking about characters doing heroin who never did heroin in canon, that's quite another matter.

It's pretty much winked and nudged at enough in Supernatural. (For Dean. It's canon that Sam tried it in college.) Sam asked him if he was high and he actually had to consider, and he wanted to go to Amsterdam because the coffee shops "don't serve coffee."

Though I kind of assume that Dean wouldn't want to stink up the Impala with it, and doing it in a motel room is a good way for the cops to get called, so it wouldn't be an everyday thing for him.
