I really like a project and would like to help, and have noticed they do not have an instagram account, so I contact them and offer to create and run one for them? It's a small scale project, maybe two people involved, but a solid following. I'm worried it would seem rude or pushy, or perhaps like I'm trying to take over?

It sounds like this is maybe a fanart/comic type project? I don't think anyone would object to the offer, even if they don't want to add to the "team." As long as you're clear about what you're asking and that you don't want to step on any toes, just help share the love, that should be fine.
