There's definitely a romantic connection - the new show is right into this, where the original series avoided it like wo. But it may be more on Rose's side than the Doctor's - think of their confrontation in School Reunion ("As opposed to what?") and how he reacts to her offer of settling down together in The Impossible Planet.
Personally, I find their Doomed Love much more romantic than the idea that they're soulmates or that they'll end up together, but horses for courses. :-)

I couldn't disagree more. The mortgage scene is humorous. The Doctor reacts with amused disgust, and even Rose thinks it's funny. If it were to show that "he's just not that into her," I can't imagine Rose's reaction would have been amusement. It's very much two people joking around and trying to make light of a serious situation. If anything it shows their comfort level around each other, I think. Rose makes the mortgage comment to poke fun at the Doctor, because he knows how he dislikes the idea of settling down in that manner. And it should be noted that Rose doesn't want it either. Her first question is "can't we build another TARDIS?" I'm always surprised when people use this scene as evidence against a romantic connection between the two, because it's one of my favorite 'shippy scenes.
As for the "as opposed to what" scene, remember that he follows that up almost immediately by specifying that she is different. "Will you leave me behind too?" "No, not you." Not exact dialogue (I can't be bothered to pull out the DVDs), but the "no, not you" makes it pretty blatant that he views her differently than a lot of previous companions.
I think that no one would deny that he and Sarah Jane and he were very close. And then of course Susan, obviously, in a familial manner. :)

The Doctor rarely leaves his companions behind. They're more likely to leave of their own accord - off the top of my head, Ian and Barbara, Jo, Leela, Romana, Tegan, Turlough, Nyssa, Mel, and Martha all do this. I can only think of Susan and Sarah as examples of companions the Doctor deliberately put out of the TARDIS, and even in Sarah's case it was because he couldn't take her to Gallifrey. Perhaps what's really exceptional about Rose is her refusal to leave.
Again, I do think Rose and the Doctor have a very close relationship, definitely tinged with romance; I just think the show is often ambiguous about it. There's that pastede on bit of foreshadowing at the end of Fear Her, and Jackie's worry in Army of Ghosts that her daughter will lose herself in the Doctor's alien world.

They aren't laughing, but they do smile. It's not a LOL scene, but it's sort of a light scene. Rose at least, is obviously trying to make light of the situation. The Doctor responds in a sort of humorously over the top manner. Besides, it's not the idea of being with Rose he dislikes, it's the idea of settling down in a house with a picket fence. He's with her all the time anyway, so his reaction has nothing to do with his feelings for her. Rose doesn't want that either (hence, can we build another TARDIS?). She loves traveling as much as him. I think he knows that/knew that there.

Right, but it's the blatant elucidation that he would not leave her. That she is different ("no, not you"), that I'm talking about. Although note to Who fandom: Rose being different does not mean I think the show is implying that she is "better."

I'd agree with them sometimes being ambiguous. I think the writers are sometimes afraid to "go all the way" in regards to confessions, kisses, etc. However, I consider interviews canon and when RTD says they're "unabashedly, unashamedly, unreservedly in love," I can't really argue with him.

Given what he tells Rose in SR - that he couldn't bear to watch someone he loved age and die - it seems very unlikely they'll end up together forever.

But they're already together! It's the idea of settling down he dislikes because he has always disliked that. It has nothing to do with Rose herself, because that factor is what wouldn't be changing. If he had a problem with the "Rose" part of "settling down with Rose," why would he be traversing time and space with her?
Mind you, even though he tells her he won't leave her, what does he do in Doomsday? Sends her off, without so much as a by-your-leave, to be with her family in the other universe. (He doesn't seem best pleased when she insists on coming back, either.)
He sent her away for her own safety. He's not pleased to see her return because he cares more about her safety than anything else. He didn't send her away because he doesn't want to be with her anymore. He sent her away because he doesn't want her to die.
And once they figure out their plan, he is happy. It's part of what makes it so heartbreaking. He's happy she made the decision to stay with him. When she was pulled away he was positively devastated, as is evident there and throughout the entirety of series three. It's even worse than if he'd sent her away, because when she came back, he started to hope, I think.

Oh don't get me wrong, I don't think that Rose is going to come back at the end of this season and she and the Doctor are going to get an ever after. It would be nice, sure. However, it doesn't fit the setup of the series at all. I imagine that either they'll be forced apart again or Rose will be so needed in her world she'll have to choose to go back and leave the Doctor. Fans can dream and write fic, but a happy ending is very unlikely.
