In the 1970s the air and water filtration technologies just were not up to keeping multiple buildings and vehicles sealed, power generation relied on distant plants with easily severed hardlines, and jobs were plentiful enough that nobody had a reason to screw over their fellow man in the desperate hope of a few second hand scraps that would keep them alive today but in insecure positions that meant they could no longer speak up.

Today those water and air purification and filtration techs, not to mention the technology for keeping towerblocks sealed, are fully mature, hydroponics and indoor farm tech is advanced enough to feed small communities at a fairly decent standard, and power generation can be ran on site with a few turbines and solar panels. The employment situation is far worse, and with the destruction of the unions those who are employed have to sell themselves to the lowest bidder and compete fiercely for that lowest position.

That all means that Environmental Laws did their job of keeping the rich alive while they bridged the gap from the unlivable for all situation of the 1970s to the livable purely for the elite situation of today. You really ought to have listened to the conspiracy theorists. They were right on the money.
