Eh, I don't know. Moran is more than just Evil Watson, he's clearly his own character. Unlike Watson who's more doctor than army, Moran's identity as a former military man is at the forefront of his personality. I'd also argue that he IS clever enough to keep up with Moriarty,as much as Watson keeps up with Holmes. Moran displays a lot of insight into what motivates Moriarty, for starters...far more than Moriarty is aware of. Just because his interests are pretty basic, i.e. killing, gambling and fucking doesn't mean he's not cunning. Moran even makes the point several times that people underestimate his intelligence, and that he uses this to his advantage.
