His newer design and personality make far more sense considering he's supposed to be 15. Also, his old VA is a prick. Stay mad, OP.

I don't actually think he looks any younger and just because the voice is more nasal now doesn't mean it fits better.
And quite honestly? I wouldn't even care if they changed the VA to a different one if the new one did a good job. But I hate the actor, I think he did a terrible job and he was only chosen to get some publicity by making The Penguin from Gotham play a role in the game.
