The funny thing about people complaining about their lack of development or them being one note is that the three mains (Yuuri, Yuri, and Victor) had the same start point and development: they felt alone and during the show they started to open themselves to others.

By meeting new people and acknowledging everyone around they grew, learned, and not being alone motivated them.

They themselves didn't change much, but how they relate to others did.
