It depends! Some kinds of fanfic should be able to stand on their own, particularly the extreme AU types, but a lot of fanfic is a reaction or explication of something in the canon and it plays off the canon (and often other fanfics) deliberately, so without that context you're lost. Kind of like reading Paradise Lost without knowing the Bible.
