Big Finish, the company producing the Torchwood plays, has licences for many cult TV shows that are no longer on the air. (And a few Who characters that are.) I don't know that they're massively well known, but they certainly have enough customers to keep afloat. There have also been a number of high profile radio dramas of cult material on the BBC recently, such as several Neil Gaiman stories. I think the profile of the genre is rising in the UK at least. (Maybe something to do with podcasts being popular.)
