Actually, pandering to various parts of the fanbase is very common in anime (less common and less obvious in western TV, but it's still there). It's commonly called fanservice, y'know? Seriously - what do you think why does every Gundam since Wing feature a cast of increasingly prettier boys? Because their prettiness is important to the story? Also, why is it that most of these boys practically have "draw doujinshi about us!" tattooed on their forehead? Or there's Code Geass which is basically Fanservice Paradise, pandering to male and female viewers alike with all kinds of shameless fanservice and subtext so obvious it's basically text? And what about people behind the Macross franchise suddenly deciding the franchise is in a dire need of loli and moe and pretty boys (just to be safe)? And let's not mention all those moe shows which are basically a means of saying "look at how cute these girls are, now fap then go and buy the merchandise."

Rest assured, writers and producers know their audience and know what the audience wants to see. And sometimes they, y'know, decide to pander in order to gain more viewers. After all, it's entertainment but it's also a business.

Of course writers and creaters pander to the audience in some ways. Anybody creating any art tries to do something that will be accepted and appreciated, or will be successful. But you're mistaking my point. Designers design characters to be attractive to appeal, yes. They do pantyshots in series. They put in UST and sometimes "slash fanservice" on purpose (though a lot of the times fangirls can read in fanservice and UST and "hints" without even the help of the creators). Writers and producers can even decide to put in a plot point because they audience DOES like a particular pairing, or decide to expand a character's role because they are unexpectedly popular.

The way the OP is phrasing things, s/he is pretty much saying that the writers had been hinting at the pairing and were probably planning to include that pairing, except they decided to change what they had planned out just to appeal to the bad ol' slash fans. This could be the case. But I doubt it. That doesn't seem much different to me than the Harry/Hermione fans in Harry Potter- not all of them, mind, just the ones that DID this- saying that Harry/Hermione WOULD have been canon except that Rowling was "unfair" and listened to the Ron/Hermione fans more and showed them special treatment. (And before anybody jumps in with "LULZ BUTTHURT" or "YOU SEEM INVESTED IN THAT WANK," I'm not even in the Harry Potter fandom and never have been, thanks, that was just some epic wank there.)

I mean, think about it. Sanely. Your point's valid, but think about your favorite series and one of the couples that became canon in it. And picture part of the fanbase ranting that the only reason it's canon instead of their OTP is because it always had more fans and the writers were just pandering to those fans. That's almost patently ridiculous. There's a difference between pretty or cute character designs and "hints" and UST and panty shots/big boobs/putting in certain character designs, and even going with the flow on what's popular when you don't have anything really different planned out, and the idea that they went "Well, we were gonna have these two hook up, but look at all these fanartists and fic writers! We know which way the fandom wind is blowing!"

Also, I'm not sure if it applies, but assuming the OP is in the English fandom? I'm doubting the opinions of the English fandom really had any impact on the series over in Japan at all. S/he might be saying that s/he resents that the Kyouichi/Hiyuu fans are also the most prominent in Japan, but such complaints are rarely that well thought out. Could happen, though.
