Not just the romance, but also, it's hard to imagine him making Billy anything other than another object about which the Doctor can have a moral dilemma about the particular agonizingly self-critical but in a way that never escapes being self-centered masculinity with which he (Moffat) is obsessed

I have to agree, and I love Moffat's storytelling. But I'm uncomfortable with Moffat writing a lesbian. So I have really mixed feelings about the whole thing. I'm going to take a wait and see approach.

Madame Vastra and Jenny are definitely good examples of lesbian characters who are never treated as male-oriented eye candy

They weren't. They were fairly and fully realised characters, but the Nitpick Brigade always see what they want to see, which nearly always is something cast in a negative light.
