The problem isn't neon-haired bloggers with "Male Tears" mugs, it's that the site's design has clashed with fandom in a really bad way.

One major problem to me is the lack of privacy, not just of personal blogs, but of tags. On LJ, you could have communities dedicated to certain characters and know that the discussions there would be about that character by their fans. The community could be members-only, moderated as heavily as necessary, etc. On Tumblr, discussion is already difficult due to the format, but has been made even harder due to the inability to control what audience posts appear to. Drama is inevitable, and has become increasingly nasty and personal.

Sure, you can block people who make a habit of derailing discussions, but that doesn't get to the root of the problem.

This. Also the fact that some people spam the tags of characters/ships they don't like purely to make the tag un-viewable. Or the other non-related crap that shows up in the tags. Tumblr would benefit greatly from having private communities like LJ.
