If someone said "go kill your sibling" would you be like "oops guess I have to, I don't really want to though!"? If he had love for his brother I feel like running away from the clan together would be more feasible, not "sorry brother I love you but they said you have to die so oh well".
Not to mention it takes a real cold MF-er to slice up your own brother. I have a feeling they didn't think too much into this because it's REALLY nasty, but sword injuries are gruesome as fuck. I imagine Genji was likely split open pretty much. It would make sense regarding why so much of him had to be cyberized.
