I think they did it in part because Arwen is basically only mentioned in passing in the books. I read the books a couple years ago and I honestly can't even remember anything she did or said, she was so unnoteworthy. We really only had Aragorn's memories of her to go by. From the angle of someone trying to make movies, it would be weird to introduce this rando out of nowhere at the very end to marry a character as important as Aragorn when we have a lot more screentime and development of him with Eowyn.

I also think they did it because the books have very little active involvement from women. I think they wanted to give an action scene to a woman who needed more screentime anyway.

Also, why would Elrond be wandering out that far anyway? He has important things to do in Rivendell. I don't see how that makes more sense.
