At the time when the movie was made the assumption was probably that, as opposed to the 50s, people weren't as happy to buy that there are two women in a cast of some 15 men, and one is a decorative object who does nothing outside her romantic relationship. So Arwen's role got expanded. I'm really not mad at that change.

Me neither. Geez, I mean, if you think of the story from the perspective of potential viewers who hadn't read the books or didn't remember them well, they would have seen a movie in which no woman appears at all for about half of it, and the only woman who does, is, yes, awesome but more of a mother goddess figure. They couldn't assume the uninitiated portion of the audience would patiently sit around waiting for more action oriented female characters.
