It varies from person to person and from circumstance to circumstance (and it's also complicated because you can talk about both principles and actions and they kind of work differently). That said - I don't think that most people are inherently vicious. I do think that most people are powerfully lazy and self-centered, and so most people very often fall away from acting as moral as they could be, as a result of that.
