Environment. I think it's easier to be "good" if you're born in an environment where you never have to experience hunger or poverty or abuse. It's easier to be good if you've been raised in a family that teaches you empathy and how not to always choose a path of self-interest at the expense of others. It's also easier to be good if you're never faced with the kinds of stressful situation that calls upon a person to make hard, morally questionable decisions.

While there are studies that prove that even terribly young babies can understand the basics of good people vs bad people, it takes time and learning to understand more complex moral situations.
