162: I think you're pretty accurate honestly. They look loli and they act it. Like Mikuru acts like a loli, but she doesn't look like one because of her boobs. Age doesn't matter as much as looks and personality. And honestly the bottom three look twelve and under.

RE 162, the bottom three are what the OP means are actual loli (or what s/he considers loli).

The word you're looking for for Mikuru is 'moe' - the personality traits you're referring to. 'Loli' is more of a physical thing (hence why they put Sasami up there, even though she's probably the most mature girl in Tenchi Muyo).
