It's stressful having guests, even guests who believe they're low maintenance. It's also possible that your brother extended the invitation without consulting his wife (which was wrong of him, if so) and it's likely he was sincere at the time. But circumstances change - that's life. It's not very reasonable to think that he meant the invitation as a free pass no matter what. You also still have several months to plan and shop around for accomodations, and hopefully get over the fact that your brother can't do the favor for you that he once offered.

TBH, there's also the part where we've hosted him or her various times in the past, sometimes on quite short notice, and I always get pissy when people won't return a favour.
