I'll bite.

1. I don't see the problem here? You can clearly see her muscles. (Plus it's her first appearance ever; give the artist a break.)

2. Awkward angle where you can't really see her arm/shoulder. I agree that she doesn't look very muscular here. Check out the other covers of Trinity for other artists' more muscular interpretations:

3. This isn't Diana.

4. You can't see her body as she's covered by loose-fitting clothes.

5. George Perez definitely drew her with muscles:

No one is arguing she should look like She-Hulk, fellow anon. Wonder Woman should just be more muscular than Gal Gadot, especially since the movie made a point of having the Amazons be noticeably muscular.

To add to anon above me's great rebuttal...

#2 doesn't count for this argument because that is Rebirth Diana and her looks is very clearly modeled about Gal and even saying that she's even been drawn with far more defined muscle than Gal has more often than not.

Basically what the point is that no matter her waist or breast size, Wonder Woman is generally drawn as, and excepted to be, a muscular woman with an "athletic" build. Even the 90s ever growing boobs and ever shrinking tong era Diana was drawn well muscled.
