It's a little hard to answer since I don't watch GBBO or panel comedies but I think the difference is likely that comedy doesn't translate 1:1 everywhere. I notice this with the British comedies I have seen. I'm not sure if the humor is just dated or if it's cultural but there are definitely moments that don't hit me.

There is definitely a cultural difference in terms of humour (or perhaps more accurately, the culture of comedy-making) - look at the difference between the UK Office and the US Office. And I think there's a particular issue with panel shows because the humour tends to be quite topical and relying on a shared cultural frame of reference, which isn't necessarily there.

Humour doesn't always translate. Game shows don't always translate. Why anyone thought the two together would translate is semi baffling.

Accents. I am watching a British procedural and sometimes my American brain needs extra time to parse the accents that are unfamiliar/difficult. And comedies often have characters speaking fast, using "weird" slang, etc.

fyi, GBBO is heavily edited for the american market. not only dothey remove every instance when presenters, judges and contestants say, "bake off" (thanks, pillsbury inc. who owns "bake off" phrase in usa), but they remove a lot of the chatting and the histpory/info bits too.
you don't get the original GBBO when you see the show they have in the USA.
