Sometimes I wish there were more fanart and fanfic for the Discworld books, but then I think of some of the bullshit Mark Oshiro has come out with while reading them, and I try to thank my lucky stars that that sort of thing is more-or-less limited to his comments section.

[the endless fucking rounds of 'why aren't there any gay characters' when every single time it comes up someone gently explains that Section 28 Was A Thing]

So, I've never thought about this before and honestly have no idea how this works, so this is a completely sincere question. But Section 28 was repealed in 2003. Pratchett published multiple Discworld books after 2003, and I can't think of any notable gay characters in Going Postal, Thud!, Making Money, or Unseen Academicals. So... if it's all about Section 28, what's the deal with that.

No gay characters? Did he not read Monstrous Regiment?

Not yet, he hasn't. He's currently reading Thief of Time, then he's going to read Science of Discworld, then Night Watch, then Monstrous Regiment. I'm pretty sure, at least. I'm not sure where Wee Free Men and The Amazing Maurice and his Educated Rodents fit in on that.

So he's read, like...one book? Tbh, I'm pretty sure there are several recurring DW characters who could be very, very reasonably interpreted as gay even if they aren't explicitly stated to be such, even if they aren't major characters (for example, it would take some serious convincing to get me to believe that Drumknott isn't gay), but I thought that Monstrous Regiment was well-known for having a canon f/f couple + undertones between Polly and a certain other character I won't name in case someone here hasn't read the book. It doesn't make sense to avoid the book that's known to have outright-stated-to-be-gay characters and complain that there aren't gay characters.

I'm not sure what a rule against government promotion of homosexuality has to do with homosexual characters in works of fiction, though?

Unless Pratchett's books were published by the textual equivalent of the BBC?
