This could go either way for me. I've read fics where it's Character A and Character C talking about A's feelings for Character B, and while the primary interaction is between A and C, the primary focus is on A's feelings for B. Makes the fic distinctly shippy in nature.

The way you're describing the situation makes the exchange mods seem petty and unfair, but I'd have to actually read your fic to know what the real situation is. If the primary focus truly is on the friendship between Clara and Twelve, then the mods are being unreasonable. But if the primary focus is on Clara and Twelve establishing the non-platonic feelings between Twelve and Missy, then I can understand where the mods are coming from.

I have to agree with this. It depends on how your fic approaches the relationship between Twelve and Missy. If that's the focus of his and Clara's discussion with a clearly romantic lean between Twelve and Missy I could understand the request, but haven't not read the fic I don't know.

I do run a femslash exchange and once had a person turn in a fic where Character A (female) was talking with Character B (also female) about Character's B's feelings for Character C (male and character A's brother)...at the end Character A had convinced Character B that dating her brother was a thing that should happen, then the two girls shared a parting kiss. I asked for a rewrite that was femslash focused.
