The insinuation is, "Chris Chibnall created Broadchurch, therefore he is casting a Broadchurch actor."

Which is... totally normal and common. Russell T. Davies wrote The Second Coming, starring Christopher Eccleston as possibly Jesus in 2003. And David Tennant in RTD's Casanova in 2005. This is literally how actors get jobs.

Matt Smith and Capaldi didn't get the role that way, so your point is moot.Especially because Ten proves that just because you worked with a show runner before and they think you'd be a good Doctor, doesn't mean you will be.
