I'm not a fan of DW, but is this an official thing? I'd just assume the first 13 would be he/him and the new one she/her not all are now they/them.

Yeah I would have assumed the same thing. At the moment, the Doctor is she. Previously, she was he. I don't think it's the same thing as being trans.
