I think what happens in the series is largely subtle; it's not overt sexuality but it's a slow love and tension; the fact that Utena's feelings are mixed up when she sees Akio and Anthy together is done in a way that pretty strongly implies issues beyond the "they're siblings" and "he's cheating on me"; it always read to me like those were in there, along with a certain panicky level of it going the other way as well...

Because the thing is, the series is chock full of overt sexuality, but you're very right that Anthy doesn't need a 'lover'. What she needs is 'love'. This isn't inherently divorced from sexuality (especially for someone heavily sexualized), but it IS inherently divorced from the "use or be used" mentality of everybody else in the entire series, imho.

...Well, that and there's (one of the) the second end theme(s), I guess. *g* Utena maintains a tradition of the opening and ending themes continuing symbolism from the series to cast meaning back on the episodes -- like, the symbolism in the second 'end theme' section of switching back and forth between the Akio car endings (Akio in the influential position in Utena's life) and the Utena/Anthy kissing ending (Anthy in the influential position in Utena's life).
