You also have to consider the fact that immigrants often want to go places where there are already other people from their own country. Many are coming to reunite with family who emigrated before them. I've been reading up on Canadian immigration, for example, and while their Maritime provinces are in dire need of fresh blood, most immigrants coming to Canada are settling in major urban centers like Toronto and Vancouver, where there are established immigrant communities.

The US, in spite of everything, is still considered a melting pot. There are many long-established immigrant communities going back decades, which explains why more immigrants continue to want to move there.
