I don't know this and can't comment on the specific character, but I'm confused by the claim that tough girl characters are great when they don't act like men.

It seems like 99.9% of "tough girl" characters are hyper feminine male eye candy without proper characterizations of their own. If they were "written like men" that, to me, means they just might have a shot at getting a proper characterization without getting the sex doll treatment.
