I think it's less that they could never ever like that gender and more that being bi is part of who you are. You fall in love, you fantasize, you have sex with.

It's the difference between getting sad sometimes, and having depression. Everyone can feel sad sometimes, or hopeless, or empty, etc. etc. but you wouldn't say "Everyone's depressed." Basically if you're not attracted to multiple genders enough to notice, then you're not bi.
