Tweek and Craig are background characters. Making them a canon pairing does nothing to distract, or impact the show negatively. Also, their sexualities have rarely, if ever, been touched upon, so there's no reason to believe either of them aren't gay, or bi. It's hard to explain, but it works. Also, I think Creek came as a surprise to them because of how incredibly popular it's been, despite the two of them not having any significant interaction since Season 3 (they hooked up in Season 19. That's 16 seasons of them not really interacting, yet that ship sailed with a vengeance!) Like, I'm pretty sure Trey and Matt's initial reaction to Creek was WTF, which then turned into "actually, this is so WTF that it's awesome, so we're doing this."
