...as opposed to the time and effort spent complaining about them?

DA, but it doesn't seem like they have spent a whole lot of time and effort complaining. It really doesn't take that long to make and post a single secret about it. So unless there are multiple 800 word comments in this thread, which I am somehow unable to see, in which the OP rants and raves at length about these annoying jerks on tumblr, I doubt OP has really invested that much of their time.

You can type out and submit a secret in a few minutes, and then it's over and done with. It takes much longer to block the dozens of people (dozens being a lowball estimate) who make and reblog the kinds of posts that annoy you. And it's an ongoing thing. People remake their blogs, and new annoying people join fandoms, and people you thought were cool start to become annoying which means you have to decide whether it's worth it to block them or if you'll get shit for "breaking" a mutual follow...

Maybe it's easy to block and move on in small or old fandoms, but that's not always the case. In large fandoms you can try to block every "idiot" but there will pretty much always be more idiots. After a certain point it would have easier to just sit back and complain.
