How was she cheating?

She had a tape measure and was measuring her own clothes while not in the work room (i. e. the house the contestants live in while filming). Then use those measurements in the work room to construct a garment. Also a lot of her clothes were very similar to things she or her model owned or wore.

Personally? I don't think her sister helped her cheat, I think she purposefully cheated to get kicked off and thus not continue without her sister.

But yeah, the season is better now that they're gone.

So it is against the rules to measure clothes outside of the work room? Just making sure I understand.

Yes. ALL work must be done in the work room. No sewing, sketching, or anything outside of the work room, between the designated work/filming hours.

Are they not allowed to use existing clothes as a reference or was it just because she did it outside of the workroom? Or was she trying to hide she was doing it to look more skilled?

I mean, there's more too it than that with the twins. The one in the picture (Claire) is objectively the more skilled twin, and was constantly helping her sister (Shawn) construct, plan, create garments, right down to deciding fabrics for her. So Claire had little time to do anything and she usually came out with pretty good stuff. It was more than just bouncing ideas off each other, Shawn was sucking time and energy and skills from Claire. So I don't think Claire realized she basically made a knockoff of pants she wore 3 days ago, or a version of the same top her model was wearing.

At one point they had to face off against one another without being able to help each other and Shawn just stood there helplessly crying at her dress form while Claire worked and spouted encouragement to her twin.

Shawn apparently seemed to realize she was a hack and couldn't cut it without Claire and threw in the towel and ceded the "win" to Claire, who was off the following episode for cheating.

She was talking like a petulant child when Tim outright asked her about using/owning a tape measure outside of the workroom and she was acting incredibly entitled about it like "omg it was just an TANK" while ignoring that measuring stuff wasn't the issue, doing it outside the workroom was. It was a bit like watching a little kid getting caught doing something naughty and being made to apologize. So I don't really think she did it on purpose.

Fair. "It was just a TANK" came across as self-defense of Margarita accusing her of ripping off the tank Margarita had made the previous challenge. Personally I didn't see the similarities and neither did the judges.
