I feel like he'd be very understanding of you, probably sit down with you and have a heart to heart about what it really means to have courage, and how it doesn't manifest itself in the same way for everyone.

What about the opinion that not doing anything to help other people isn't trying hard enough not to hurt them? Inaction = complicity.

The only thing that Captain America has really professed to not liking are bullies (people who hurt others). Inaction is often caused by fear or a sense of helplessness. I doubt he would fault people for inaction. Hell, he forgave people who DID hurt people because they thought they were doing the right thing.

Also, I read this post in Captain America's voice and am getting unintentional humor from him referring to himself in the third person.
