What about the opinion that not doing anything to help other people isn't trying hard enough not to hurt them? Inaction = complicity.

The only thing that Captain America has really professed to not liking are bullies (people who hurt others). Inaction is often caused by fear or a sense of helplessness. I doubt he would fault people for inaction. Hell, he forgave people who DID hurt people because they thought they were doing the right thing.
