Because who decides which culture is "oppressed enough" to warrant a ban on a connected costume? And does the ban apply to everyone equally or are there exceptions for people from certain cultures?

So the problem with a costume ban is just that it's hard to lay down a hard-and-fast rule in advance for which costumes deserve to be banned?

Not just in advance. In practice, it would come down to "why is this over there allowed and mine isn't" with an arbitrary choice made by the person in charge.

But you don't have a problem in principle with banning costumes because they're offensive? It's just that in practice there's no consistent way to make an equitable, useful rule for doing so?

A costume being offensive is pretty subjective and often entirely intentional.
I'm generally against a ban (as long as a costume doesnt break any actual laws) but if you'd have to ban "culture" based costumes, I think it's all or nothing because everything else leads to iffy double standards. (Doesn't mean you can't call someone an assholes for a insensitive costume.)
