What movie is this? Is it fan made?

I'm fairly sure it's about Miss Fisher's Murder Mysteries, a tv series that's been discussing the possibility of a movie.

Yep. There were some small funding gaps and a lot of industry reluctance to invest in an action movie led by a woman in her 40s, so the Kickstarter did double duty of plugging those gaps and proving to investors there was demand.
