Well, a few things.

1. It's entirely possible to drink so much water you're throwing off your balance of electrolytes:

I don't know how much salt you're consuming or not consuming and while it's a good idea to only consume it moderation, don't forget - your body NEEDS some amount of salt.

2. The fact that your pee is clear suggests you are not dehydrated.

3. There are many possible reasons for dry skin. Dehydration is one of them, but honestly, you'd have to be really, really dehydrated for it to make that much of a difference. Given what you've said, dehydration does not sound like a likely culprit. You might consider environmental factors like the humidity levels in your environment, whether or not you have a habit of licking your lips which will lead to chapped, peeling lips, whether or not you should start using moisturizers, or if there's an underlying medical condition, such as hypothyroidism:

And then, if your diet is low in fat... well, like salt, your body NEEDS some fat to function. Low fat, low protein diets can lead to dry skin and dry hair. You've mentioned your diet, but are you certain it's well balanced? Lots of vegetables are great, but they're not the only part of a nutritious diet plan.
