Under what circumstances have you used Microsoft Office? What accomplishments of yours highlight your problem-solving and communication skills? What are some specific things you've done that demonstrate you can handle a fast pace? Maintaining a safe and clean work environment is great, but that doesn't tell me much about how you'll react to an administrative crisis; better to say that you're organized and can multi-task. Take those keywords from your Highlights section and find ways to weave them into your Experience. Also, since you've had a supervisory role, expound upon it and toss it into the Highlights, because that's big.
Beyond that, as much of a pain in the ass as it can be, tailor your resume to each position you apply for. Look at the things that they want, figure out how each of your jobs applies and how you can incorporate a keyword from the job description, and adjust accordingly. You want your experience bullet points to all fit into a single theme, if that makes sense.

But yeah, tailoring to the job is big, particularly since a lot of companies use bots to filter resumes. At a minimum, you've got to lift bits from the job description and splice them in.

My suggestion would be to go even further with it, and insert that style into every section (e.g. "leveraged multi-tasking ability to tackle a multi-line phone system. Assisted callers and exercised communication skills to involve appropriate departments"). If you can figure out a way to start every bullet point with a skill, and then link it to a task (as well as use all the HR buzzwords), you're golden.
