ia with everything a_potato said, especially about tailoring it to the position you're applying for. (Also, I definitely wouldn't suggest cutting out your degree. Your education might not be relevant but having a degree suggests some level of baseline-competence.)

So, if I was looking over this... My first thought is that your Highlights don't tell me a lot about YOU, they tell me that you're literate and can copy+paste generic resume buzzwords. That's not a great start because now I'm going to be looking at the rest more critically for evidence that you live up to your self-hype. (It's also not a bad start because at least you didn't misspell your own name or hand me a resume targeted towards a totally different company.)

So, moving on to your Experience... you're listing off tasks you did. But this is not targeted, and I feel like you kind of missed the point. As an employer, I don't really care that you monitored inmates or followed OSHA regulations or whatever. For me, I'm going to read this list and ask, "what relevance does this have to the job I'm hiring you to do?" and also "Does this list provide evidence for your highlights section."

You need to really play up the supervisor angle, for one thing. "Effective supervision of employee performance including training and support" should be at the TOP of the list. Being responsible enough to supervise other people is a big plus for any job (and supports your "communication skills" highlight), but instead of showcasing that you've put it lower than "I listed things on, like, Amazon and stuff".

But basically you need to do that for all your highlights. Reword your highlights and your experience so that they work together to show that you really do live up to the hype. Show me in your experience section that you actually are a motivated self starter. Right now, nothing you've listed supports that. You say you're analytical, at some point in your experience I expect to see that you analyzed something. If you're good at working in fast-paced environments, give me more details. Paint a picture of the frantic life of a dispatcher in your bullet points. Tell me you simultaneously took calls and processed police reports. Whatever.

But really for me the sticking point is that it's not targeted. You're making me do the work of picking through your resume for the relevant bits.

So should I try to use a 'functional' resume as opposed to a chronological one? Like this? https://resumegenius.com/resume-formats/functional-samples-writing-guide That seems like it would be useful to me because I want to change careers and have some employment gaps.

Seems like resumes rely more on creative writing skills than technical. And I am horrible at creative writing.

idk, I think both are 'functional' and chronological are fine. It's just you have to figure out how to showcase your most important/noteworthy skills effectively.

Writing a functional resume might help you out anyway, even if you don't use it, since it would force you to really take a hard look at your relevant skills.
