When women cosplay as male characters there is always something very weird and off putting with the way they look.

So true! For me it's the body type. I'd love to cosplay male characters, but I have big boobs and wide hips, and it just doesn't look right (even with binders).

I think it depends on the character and the cosplayer.

There's a lot of androgynous-looking anime characters, for example, and a woman with a similar body type can pull those off really well, as I've seen I've seen it done.

eh...I wouldn't say always. I have passed a significant number of times and know plenty of others who have (but then, most of us many years later identify as trans so...? take that as you will).

but I get you when the woman in question is applying makeup too thickly or incorrectly, not binding convincingly, not tailoring the costume to fit a less curvy body shape, etc. there are a lot of people who don't understand why they're not passing.

I've cosplayed male characters before, and it was never my intention to pass as male? I didn't realize that was even a thing. I've never bound, or done anything to alter my figure.

Ehh, not always. A lot of the time, yes, because a lot of cosplayers, being amateurs, don't really know how to either manage the androgyny or convincingly pass depending on which they're trying to accomplish, but I've certainly seen female crossplayers who were very good. They've been less in number than the mediocre ones, but you get that with any kind of performance art.
