I liked the ending of DS9, but Dukat was more interesting when he was complicated. he was the devil pretty much to the Bajorans given that he was in charge of the occupation of their world. On the other hand, he comes to genuinely love his daughter. And he does care for his people. That Dukat is much more interesting.
