I think a lot of that is going to depend on what an individual author finds easy or difficult. Some people would find creating original characters and building their own universe from the ground up to be a serious challenge. Others might find it difficult to work within someone else's universe and nail the characterization of someone else's creations down.

Frankly, I've read so few fics longer than a scene or two where the author gets the characterization down pat, so I tend not to believe people when they say it's easy. Sure, if you don't put much effort in and you have low standards for what counts as in character, it's a snap! In that sense, creating original characters is harder because you don't have the crutch of canon to hold you up.
