Yeah this. Don't clog up 911 with something that isn't an emergency. Unless you have real evidence that there's an active burglary in progress, you'll just be wasting time and resources.

Not necessarily. We've had people call the fire station where i work, and Chief has told me to tell them to call 911, because they can't go out on a run without it being 'official'.

Yeah but it's one thing to call 911 for something after being given specific instructions to call 911. It's something else to call 911 up and just be like "yeah so I saw some cars that looked the same?! It might be robbers! Send cops???"

You call 911 to report something. If they think it's necessary to send police, they will, if they think it's not, they'll connect you with a non-emergency line.

Either way, a minute of someone talking on the phone won't take anything away from anyone else, or cause any harm. And non-emergency lines aren't manned 24/7, at least not in small towns like mine.

That's... not true at all, actually? A lot of parts of the US have serious problems with their 911 dispatchers being massively understaffed, and with people tying up the lines with non-emergency issues. I've had to call 911 twice, and the one time I immediately was put on hold for somewhere between five and ten minutes even though I was trying to report an active shooting, and the other time the call simply wouldn't go through no matter how many times I tried because it was peak time in our shitty hood and the dispatch center was too swamped. (iirc John Oliver did an entire episode on the problem, if you're curious)

I'm not. OP didn't say what size town or city they're in, so i can't know for sure, but like i said - some places don't have a non-emergency line that's available 24/7.

And frankly, 'my neighbor is out of town, and a strange car keeps pulling into their driveway/driving around the neighborhood/someone seems to be sneaking around the house/the dogs are going crazy is something *I* would call 911 about.

Yeah, I live in a big city and around here 911 is strictly for immediate emergencies. We have a non-emergency line specifically for stuff like that so that 911 doesn't get tied up with calls that aren't for actual emergencies.
