At this point I am just not a fan, it's sad that his dad is an even worse piece of shit but he is being abusive towards his little sister and frankly my sympathy ends with that. She's a kid and does not deserve any of that, I don't care how crappy his life is.

Like they are going to have to do a hell of a lot of work for me to buy a redemption arc with him if they go there.

Well, it is his step-sister (who he doesn't seem to have known long) that also seems to be the reason they had to leave California. And I am not excusing the behavior but abuse is a circle.

This. He doesn't get a pass, or forgiven, but abuse makes people do fucked up things, sometimes.

And she's still just a kid who doesn't deserve his aggressive and awful behaviour, like atm he's done nothing to show that he's even slightly sorry for how he's acted, he just left her alone when she stood up to him.

Like maybe they could write a redemption that works, but currently I am not interested.

He blames Max for them having to leave California. The way Max says it, it sounded like it had more to do with her parents' divorce and Billy's dad, not anything she did. It sounded to me like Billy was using her as an easy scapegoat, because she can't fight back.
