Yes - Rapp may not be as big a star as Spacey, but he has some name recognition. While I don't want to underestimate the courage it required for him to come forward, and it's good for everyone's sake that he had a bit more power and was able to use it, he was more likely to be believed and listened to than a struggling actor or a production assistant no-one has heard of.
