I think Captain America: The First Avenger showed his intelligence pretty well. But he also has a temper that he absolutely acts on, which sometimes means stupid or rash decisions. Also, from that point on, the actor is playing unknowledgeable about a lot of things (since Steve missed like 70 years of stuff). Unknowledgeable is not the same as unintelligent, though sometimes they are equated. I honestly think every single Avenger has made some really stupid decisions that aren't always presented that way in the narrative and so sometimes I'm a little skeptical of how they indicate intelligence.

+1. Cap's a good planner, both short and long term, and quick to adapt under pressure. But he is way too easily goaded into a dumb fight (see Batroc) and if he loses his temper or gets stubborn in he does stupid things (90% of Civil War).

I think the other issue is that Steve's the youngest Avenger by a lot. He's supposed to be what? 24 when the plane went down? So a lot of the stuff that he does that comes off as kind of dumb (like the easily goaded thing mentioned up thread) is the kind of stuff that wouldn't seem that out of place if the people around Cap didn't expect him to act twice his age.

He handled having the entire SHIELD rug pulled out from under him quite well in Winter Soldier, pulling genuinely clever moves like hiding the USB in the vending machine before being debriefed. And he had only been out of the ice for a few years at that point. The whole film has an espionage undertone so stuff like that stands out, but I was really impressed by how smart everyone in it was. Especially since the last MCU installment I'd seen up to that point was IM3, one of the worst offenders of the Smart Character Acts Dumb for Plot Convenience trope.
