Um, no, some people just always ask if it's a bad time, because they don't want to inconvenience anyone with something that could easily wait until later. Whenever I'm calling someone just to chat, I almost always start by asking if it's an okay time, which is the same thing as asking if it's a bad time, just phrased differently. And I have a friend who basically always starts with "Is this a bad time?"

AYRT - I figured people would know I didn't mean in that context. Guess not. I mean for instance, if someone sees you running carrying five boxes and asks if it's a bad time to sign up to sponsor them in a race.

Well, no. I ask when it's a situation where I have no way of knowing whether or not it's a bad time for someone. Depending on the work environment and who you're dealing with, it's not always obvious whether or not someone is frowning at the computer because they're swamped with project deadlines or frowning at the computer because a funny cat video is refusing to load.

AYRT - I really needed to elaborate. I meant to say in cases where it's obvious.

Like, your example is one thing. I ask too. But if I'm clearly busy, then obviously it's a bad time.
