Er, no. Rose's mother had pierced ears. Her similarly aged acquaintance ( a proper girl from a good family) has pierced ears. It's not considered a dangerous risk in that context, it's just Rose's uncle and cousins who are inflating the "danger". The book also makes it very clear that infection and illness is not their concern at all - it's that they regard it as a sign of female vanity and weakness.
