Take a crappy admin job that you think you're really overqualified for. Things that involve a lot of mindless data entry come to mind. You can then either try to work your way up the chain in that office or wait it out a year and use the job as experience to get a better job in a different office. If you can't find an office that will hire you even as a bottom tier admin, many, many charity organizations are looking for office volunteers at any given time. Unpaid experience still counts as experience on your resume. Put in a couple of hours a week, or a day a month, or something, for a year or so before you try to leverage that experience into a a job somewhere. Make friends with people who work in offices and ask them to keep you in mind if they're hiring.
