It's a matter of scarcity. You can't buy them in stores, so you have to find either a Girl Scout who will take your order or a Girl Scout troop with a booth set up (neither of those things are incredibly difficult, but it adds a layer of effort or luck). They're also only available during a certain time of the year. It's like if there's a food you can only really find at Christmas - it's not necessarily the best thing ever, but the fact that you can't just have it whenever you want makes it special.

They do have a booth locator on their website! I have traveled long and far to find the cookies, and I will do so until they no longer make cookies. Also, you get to support Girl Scouts in your neighborhood!
